FC Twente have asked the KNVB to investigate whether they are due a fee after assistant coach Erik ten Hag left the club to join PSV.
Ten Hag's contract stipulated he could leave for a bigger club, but Twente do not believe PSV fit in that category as Twente finished second in the Eredivisie this season, two places above the Eindhoven club.
Ten Hag had three years left on his deal at Twente.
"We believe it is wrong that Erik went to PSV for nothing," Twente chairman Joop Munsterman told De Telegraaf.
"We sent PSV a financial proposal some time ago, but didn't hear from them again. That is why we are going to the arbitrary committee of the KNVB."
However, PSV seem unconcerned by the move, with director Jan Reker saying: "An arbitrary case is something we don't fear."
